Clean mane and tail hair with a body brush or your fingers. Never use a bristle comb or stiff brush on a horse with a fine coat; it will go bald quickly. After brushing the mane on one side of the horse, flip the mane over to the other side and brush, then wet the mane with the brush to reduce fluff.
